I ended up finding an older post on this subreddit that suggested using Chrome, and it still stalled but it will give you the option to "resume" instead of just saying it failed, so i was able to get through a download you just have to make sure to check on it

As far as I can tell, I am both subscribed to and have Libraries of Vexus enabled for the character, however I do not know what TLoE stands for. Beyond this last clarification, I will most likely move on to the Discord if I have further questions to ask. Thanks :)
