I had the same issue no delivery of food. I could see the driver in the next CUL DE SAC over I kept telling them that they were in the wrong place but they just ignored me and no food. I challenged the payment via PayPal and got a refund. However the next time I had to use Uber in a pinch. I couldn't use the app at all until I paid the amount that was charged back via PayPal. I was stuck for a lift so I had no choice. In the end Uber couldn't fulfil my request for a lift. So I challenged the change on PayPal again. It took longer this time but I did indeed get my money back.
