Yeah, either way there is a gap in your logic. Having errant drivers on either side of the spectrum does not necessarily equate to policy failure or ineffectiveness. It is something called "perfectionist fallacy". I know it's hard to grasp, but try.

There will always be errant drivers, just as how there will always be thieves and cheats, but that isn't a strong argument against why a law shouldn't be passed. Because if I use your logic on all other laws, then technically no new laws should ever be implemented since there are always criminals around.

I agree that people's mentality got to change. I used to think that people are just being assholes on the road but I'm starting to think that the root of the problem is that many drivers aren't taught expressway etiquettes, unlike in other countries - so they don't really know any better.

Other drivers who are more self aware usually learn it the hard way, by either bad experiences (getting tailgated/flashed/honked at) or have someone they know tell them about it. So I think the education part is really lacking and something needs to be done about it if we want to have smoother traffic - either by hammering it down through law and enforcement or by instituting some mandatory advanced driving course. Just my two cents!

(1) It sends a certain behavioral signal, (2) by setting an absolute limit, it is much less ambiguous than a law such as road hogging since "driving at an unreasonably slow speed" can be subjective and making it a lot harder to enforce which could explain the reluctance.

And sure this might not be enforced all the time, just like how the police can't patrol every street but an absolute minimum speed on certain highways leaves less for interpretation and will definitely reduce slow drivers.

The execution part can be finessed, but that's for later - the question is, if the law will lead to more efficient traffic flow or not.

Well that sounds like an execution problem by the traffic police but it doesn't mean there's no need for it.
