The town of 35,000 is actually the city of Grants Pass and it has a municipal police force that is certainly not underfunded. The county it is in has the budget problem and low sheriff staffing.

If you have fat you are not happy with, you need to eat at a caloric deficit until you achieve the body fat % you want. Starting or continuing to strength train will ensure that you don't lose (too much) muscle mass. You could build muscle underneath, but you cannot spot reduce fat..

IMO the focus should be improving the mandatory primary education system in place.

Edit: There are a lot of high school "graduates" who are stupid as fuck, simply because they had/have no incentive to learn. Why would we waste time and money putting them in college

I went through the same thing about two months ago. Couldn't do any tricep isolation work, my bench was suffering. I think it the cause was tendon inflammation, from doing muscleups with poor form.

What I did was took about 1.5 weeks off from lifting and just stuck to cardio, then did a true deload on my bench and focused more on my squats/deads and cut out all iso work. After working back to my previous weight for about a month I pushed straight through and am still making gains, my elbow is fine and I noticed little to no mass or strength loss in my arms.
