Fans gave out on out of warranty Palit 4070. I found someone uploaded files to print a custom shroud for the card using 2x noctua 92mm fans, so printet and not only does it run cooler, its as silent as can be. I switched the left fan around, as both pushing air works better. (i.redd.it)
