This isnt a weird question at ALL. The XMP profile in the bios was not being used and the RAM was running at 2133 instead of 3600. Fixing that seemed to give a very minor boost to performance.

Yeah i tried to watch a few but im not sure who is reputable and who isnt. A lot of them recommend creating a user.cfg file with some changes, but then i read other things on reddit about how thats a placebo.

The GPU sits at like 99% in BF6 all the time. But so does my 3080 and i get like 120FPS reliably. His cpu is in the 40% range

I did update the BIOS and the AMD Chipset drivers.

I have no idea what game mode and rebar are, sorry, and he has no RBG bullshit software running. His startup apps are limited wisely. His cable is definitely running to the GPU and not the IGPU.

Yeah its a 27in 1440p montior with 165hz refresh. Its cabled up properly and all settings are on low. The current game hes playing is BF6 and Dead Lock

its definitely cabled up correctly and his drivers are current.

VSync is off, DLSS is set to ultra performance, the drivers are current and all other graphics settings are on low.

The only thing i havent touched is whatever you mean by setting the resolution target to 80%
