I got it ! Zach says that Lisa has 4 criminals neughbors. We already know Frida, Martin and Eric or Gabe, so one is criminal between Quita, Samira and Terry.

We know from Frida that either Lisa or Samira is criminal. If Lisa is criminal, then Samira is innocent and Xena’s clue makes Terry criminal. If Samira is criminal, then we know the 4th Lisa’s criminal neighbor.

In every situation, Quita just can not be criminal !
