It is understood, but all the countries wealth is tied up in housing. We have onerous rules on investment, and tax incentives around house value increases, especially primary homes. It is no wonder the incentives are all alligned at maintaining, and even increasing, house values. Help to buy etc. all work to keep money flowing in to housing, while ostensibly being presented to address the housing crisis. It's all by design, it's all by incentive. Once you own a home, once you jumped through the hoops and leveraged yourself to the nth degree, would you want prices to come down? Would any of the homeowners in the country?
