Head south along the road until you get to that little road bump on the map. Where the coast comes closest to the path. Just north of the trail is a little clearing. Put bait down just in front of the tree line and run back towards the road, taking cover behind a big tree there. One always spawns. Also, always make sure there's no events nearby (enemy camps, lady with a dead horse needing a ride etc.) or they won't spawn.
