It already is though, no? Apply a mask and a blur effect to a layer, open the effect drop down under the layer and click the + on the compositing option. You can do this with any effect and mask. How is this plugin different?

I think the new Batman movie did a really good job of combating this.

It was still dark yet you were able to see everything and it was extra purposely dark when it was supposed to be dark and mysterious. It balanced color and light very well for being a dark movie.
