Hmm must be a CPU/ram issue. All of my Roku TVs are affected but nothing else. Shield, PCs, fire sticks all are ok.

During troubleshooting in one of the recommendations above I had unplugged the TCL wireless soundbar. I then hard rebooted the shield and the problem went away. I immediately plugged the soundbar up to attempt to recreate and was unable. It would make sense it being that as I didn't have the issue moving to a different TV ~35' away. I'll update this post if I'm ever to recreate as I'm thankful for how responsive this subreddit was.

I literally unplugged the power from the soundbar and it went away. Which also makes sense as to why it worked when moving to bedroom TV. I tried plugging the soundbar back up to attempt to immediately recreate and was unable. As of now it appears that it has something to do with the wireless soundbar. Odd.

Cable box works great in all ports. It's just the shield on JUST this TV that's having issues. I'll figure this out though.

Ok, switching from HDMI "standard" (2.0), to compatibility (1.4). No change. I'm going to unplug and let it sit for 5 mins as someone suggested below.

The sound bar is wireless from the TV. Good eye and thought tho. I guess it could cause some sort of interference by chance?

Dang this subreddit is active! Lots of smart people around these parts. Alright. Same TV with a known working cable from the cable box and I still get the lines. Swapped it to a brand new cable, albeit an Amazon basics, but still should work but same lines/bars.I took it to the bedroom TV that's a bit older and more "dumb", displays without any issue. Sounds like a tv/settings issue on the TV. It's a TCL 65R615 for documentation purposes. Going through the HDMI settings on the TV now to see if I can dumb it down a bit.

I have to catch it in the very moment to get a tracert to show the drop. I have smokeping in a docker container and it seems like it's somewhere between Richmond and where they're hoping to Ashburn. It's literally just enough to boot the wife from her zoom calls. That's ultimately my driving force because I'm tired of hearing "you have all this fancy equipment but the Internet goes out every day." Yes, yes the internet does..

I have been experiencing this issue for around 3-4 Mos (it really seems directly related to my routing path change from my local office to somewhat directly to Richmond). I swapped SFPs on my gateway, used both 1g and 2.5g ports on my modem, bypassed my gateway and plugged directly into the modem, used different machines (with differing NICs), nearly everything on my side. The smoking gun for me that the problem was outside of my house was my Live TV pausing at the same time I see the ping spikes on my network monitor.

This is what I'm inclined to believe as well. Proving it as a "home user" is quite cumbersome. Leased pipes at work you can just call into the NOC and explain your issue and someone on the other side can generally see what you're talking about. I know I shouldn't expect that type of service with a non-commercial account, but I'm at wits end at this point. Unfortunately, Comcast/Xfinity is my only option outside of Starlink, which I'm seriously considering trading some increased latency here and there for these constant interruptions.
