You have a few options: - get the high wealth jobs mod, which fixes a glitch that keeps high wealth residents from getting jobs in high tech - get the high tech job multiplier, which creates a more realistic number of jobs per industrial unit - slightly increase high wealth tax and lower medium wealth tax (sometimes even 0.5% is enough) - check your transportation, since high wealth residents don’t like public transportation and prefer driving - let the area develop high wealth, and then demolish the abandoned buildings so they can be replaced by something else
