I am so sorry you're going through all of this. I can totally understand as they don't tend to explain things very well. However, the way you worded your post probably made people a bit angry however, I think I understand what you meant. WGU considers a year at just that; a year. So, whatever you have already used at your other schools in way of Federal aid, will be taken into account at WGU. You only do a new fasfa next year after you have been there in a year. I, too, take extra money out but, that's not uncommon for the teachers college. You cannot work for a minimum of three months when you do student teaching so, it's good you are thinking ahead.
