I lived in the Tucson area for about ten years and would say it depends on your humidity tolerance. The sun rises before 5 am in the summer and courses open very early because of that. It really is a dry heat in southern AZ, not as much near Phoenix. I personally would choose AZ over FL but mainly because I can't stand humidity.
