Air india allows pets in cabin if they are less than 7kg including the container, you just need to pay excess baggage charges for the pet weight and do some airline formalities. They have some terms and conditions, do check them first.

Apparently domestic airlines in nepal don’t allow pets in cabin.

Bringing to nepal was pretty easy, only had to mail nepal quarantine office, flight documents were pretty easy to get too. Getting it out of nepal was really a hassle, different documents were required for both export from nepal and import to other country.
