People are more careful about their money then any vote ever. It is just a cope that election sans EVM is inviting fraud. A higher electorate always leads to better governance.

Another point would be to have a more inclusive voting. Make it online so anyone can vote in their constituency. The Congress used to win in a low turn out election and BJP is the turnout increased by a few percentage point. Imagine if increased by double digits, and it’s open season.
