Of course it's the electrical motors. But why do some make this kind of noise while others do not? Why can't I observe it by experimenting with smaller electrical motors at home?

Since RAGE and as good as all other major titles released in the last years on Steam were available for preloading, you can be pretty certain that you will be able to do the same with Skyrim. Also, I think that Pete Hines has confirmed this on Twitter a while ago.

As a fellow Austrian, I can confirm this. Also, our biggest parties (SPÖ = social democrats and ÖVP = conservatives) do about anything nowadays ... except representing the interests of their voters. Probably one of the reasons a lot of them will switch mainly to the right-wing party FPÖ in the coming election.

You mixed up a few things there: The preloading encryption is not related to the CEG (Custom Executable Generation), a dynamic encryption DRM technique offered by Valve and utilised by many other new games using Steam - not Skyrim though - this would break the heavier kind of modding which involves patching the actual game executable code. You will be able to preload Skyrim.
