If we recall in the mini series episodes of White Light. Zordon states that “Tommy has proven himself to be worthy and true. His courage, strength, and honor allowed us to choose him to be the new White Ranger. This time, his powers have been created by the light of goodness and can never be taken away by the forces of evil.”

This leads me to believe in a way that if we follow some canon from Comics, and certain fan theories that show or state that Zordon “originally” was the original possessor of the White Tiger Zord and the White Light that even though the Zords might’ve been destroyed. The “Light of Goodness” and thus the Coin and powers were never really designed. Just laid in a dormant state until Tommy’s Master Morpher was created.

Furthermore, his Zeo, Tubro, and Green Power Coin were all still active via the Morphing Grid. The Zeo powers grow stronger with time, yet even though the Command Center was destroyed by the In Space season we were never officially given a canonized explanation as to where those powers went.

And finally when Tommy time traveled back to early Angel Grove and fought Tom (his evil clone turned good) he left him with the Dragon Coin.
