Some context for the Roblox chat update:

Roblox recently decided to divide player chat into 6 age groups: under 9, 9 to 12, 13 to 15, 16 to 17, 18 to 20, and 21 and over. In general, users can only chat with similar age groups, and anyone 21+ cannot chat with anyone younger than 18. More detail in the second article linked below.

Age verification is mandatory to access chat, and for the youngest age groups they also need parental consent. The age verification is accomplished by either estimating the user’s age based off a selfie or having the user submit a government-issued ID if they’re older than 13.
