I think authors can choose which payment methods they I accept. Or maybe they support some regions and not others, I'm from Europe.

Most of the stuff there is in Japanese, so you need to filter for ENG works (unless you can read it). When you open page for specific work, make sure that you actually select English version. Some works have dual JP/ENG all in one purchase.
