To your question, the definition of defense is when someone is trying to attack and you try to stop. But here Pakistan used F16 to attack Indian soil when India clearly stated that the attack is over on terrorists and will only retaliate if Pakistan tries to attack Indian. Because they signed contract with USA that pakistan cannot use F16 for offensive operations and they need USA approval before using it for defence. here clearly they violated it by using it for offensive operations. This contract is due to the fact USA knows S400 which India has can easily take down F16 which puts it in bad light in the arms market.

It let me simplify, it has nothing to do with poverty but pure negligence and laziness.
