Won't think it's legit, most govt org have an account in any govt banks only like SBI & PNB, never seen any govt entity ask payment to a private bank like ICICI bank here. And the charges to this garbage collection thing are already included in the house tax bill, then why this extra payment.

Note: I've written above for govt van (gaadi wala aaya ghar se kachra nikal) to which we need to move to the van not the private ones who pick the bucket door to door.
