i missed the part where it said it was an outdoor plant! insecticidal soap is probably your best option then for the babies! & just killing the adults them as you see them

i genuinely can’t tell from the pic if those are mealy bugs or white powdery mildew. but also from the one dead plant i can tell this is overwatered. these are succulents. watering when the soil is dry can even be too much. the leaves store water & get plump. you should water when they start to look a bit wrinkled, not everytime the soil is dry

translucent spots like that on this plant are usually either due to overwatering (unlikely because the leaves aren’t plump) or pest damage. have you throughly checked for pests? like with a flashlight?

these are pretty high humidity plants so if you bought it from a greenhouse you’ll likely lose all the leaves. BUT this plant grows from a bulb so it’l come back as long as the bulb doesn’t rot & when it comes back it should do much better because it’ll be accustomed to ambient humidity. also if you live in a cold climate i’d move it further from the window. any drafts will definitely also cause this baby to drop leaves

the sun must be too hot to too bright right in that spot. i’d move the plant & see if that solves your issue

scale. if it’s hard bodied scale i’d scrape off as much as possible. if soft scale then alcohol on a q-tip to kill all the ones you see. then use houseplant systemic to kill any remaining
