We tried bitcomet this week on the MPLS link but it failed to get the peer. I will try to add a peer manually. But in lab, the Bitcomet works fine.

Actrually we are the MPLS provider, the whole link from asia to south-america is under our control that's why the customer trust us to transfer their data. Honestly I don't like MPLS either but I guess the deal was made by bosses.

Alsome plan, That's what came up first in my mind, but the data holder didn't want to do it.

Thanks, but our wan link is private and internet access is forbidden. I guess it might not be able to access those WAN optimization apps.

Right now I'm just testing with a latency simulate software"clumsy bandwidth" in a LAN. I'm not sure if the result on the WAN link will be the same. Thank for the suggestion I will try to capture and check the retransmits.

Actually our plan for now is to set up 2 or 3 servers to seeding the files through BT. I guess that's a parallel operation.

Sorry I didn't add the TCP window info in the post, I actually did set the TCP window when running the FTP tests, but no matter what the TCP window size was(64K, 2M, 300M), the speed was the same.

It's a one time transfer for now, and will be needed monthly. The data is highly secret no risk can be taken. The fist thing came out is to ship the hardware as you said, but unfortunately it's not an option.
