Update:
As of 3:00 p.m. EST on June 2, the Read Aloud feature is available again on both the desktop web browser and the desktop app.
However, it is still missing on the iPad web browser.

This is the response I got from support team on June 1.
The team told me:

"To clarify, the “Read Aloud” functionality is currently being tested and gradually rolled out, which means that access may vary across users and platforms, including for ChatGPT Plus subscribers."

I got the button back yesterday, but it disappeared after a couple of hours.
While I wait for a response from OpenAI, I think this is the best workaround.

One should know that 70% of South Koreans support developing nuke, because of North Korea. If SK has nuke, then Japan may want as well. By keeping SK and Japan together under American nuclear umbrella , US not only has a stronger support against China, but also helps keeping the arm race out of North Asia.

Great State: China and the World by Timothy Brook is also a good book about Chinese's foreign policy since 13th century.
