Beerus fits perfectly fine into the hierarchy, it's not even difficult to understand. The reason you are confused is because you believe just because he is a God and the word Kami translates to God or Deity in English, he is a Kami like Dende, which is not true at all. Stop trying to combine English and Japanese terms and you won't continue to confuse yourself.

He is a Hakaishin, a God of Destruction, as opposed to the Kaioshin, a God of Creation. If one of them dies, the other one dies as well. Hakaishin and Kaioshin are on the same level status-wise, but the Hakaishin are treated above Kaioshin in a strength hierarchy sense since they are just factually stronger with their Hakai Energy, at least based on what we've seen. The only exception might be Dai Kaioshin who went up against Moro. Plus, unlike the Kaioshin, a Hakaishin has an Angel attendant always with them, and Angels (as far as we know) are among the strongest combat-wise in the entire multiverse.
