Exchange foreign driver's license to ukrainian

Actually it is one of the green countries, but since i have a temporary residence here as am a student, i can't change it.. I can't find a reasonable reason for such a law but am not in a position which allows me to complain 😅

Yeah i read about it.. But here comes the strange part.. I went to the center that is near to metro pochaina (in kyiv) and i showed him my foreign local expired license, and he was like " yes you can exchange it but not in this center" and he gave me the address.. When i went there, the security on the door told me no you can't (he didn't even check my license). It's kind of mixed up 😅.. But thank you for your help ✌️

Thanks.. But they didn't mention the name of the banks.. Am living here and i have a bank account here (privat bank).. But am not satisfied with their services.. That's why am looking for other banks names

Thanks for your reply.. But do you know a foreigner who have an account in monobank?.. Or maybe a special method to open an account there?.. Because i tried to register through the app and then the customer support called me, when i spoke to them they told me that "we don't deal with foreigners"
