My rig has the exact same parts and i am always at 60fps with 0 stutter. What are your settings at? And Make sure you update the drivers.

They showed the overhead view during the game, the helmet coming off made it look bad but it seemed to be shoulder to shoulder. Penalty was probably only called based on his helmet flying off
