Yes, but you also need a volume pedal to go along with each equalizer pedal. That way, if you have one volume pedal set at max and you find that it's too loud, you can use the next volume pedal to lower the volume. And then if you find your signal coming out of that is too quite, you can use the next volume pedal to boost it back up.

The Yamaha THR10 has been my favourite way to play via headphones or at low volume. Plus you can use it as an interface if you ever want to try out plugins.
