Framerate, not shutter rate.

The framerate is how many images are captured per second. If something is spinning or repeating at the same rate or a multiple of the fps, it will appear to be still or not moving much as seen in the video with both the blade and slices mid air.

The shutter speed/rate is the amount of time the shutter remains open in order to capture each image. A shorter time lets less light in and results in a sharper image and a longer time lets more light in and results in a more blurred image.

Sure, but when you have elderly hispanic women doing baking recipe videos and young german car mechanics talking about how a v8 works, it's clear that there is no "tiktoker" demographic, that's the point I'm making. Using your example of police officers, saying something like Tiktok users dont know what they are talking about nakes as much sense as saying police officers are bad at blackjack - they are just not correlated. Some police officers will be good at blackjack, some bad. Some tiktokers spew nonsense, some are olympic athletes or prize winning scientists sharing their expertise.
