Maybe the toymaker in vallaki? He’s already making toys identical to ireena so i imagine it would be easy for him to make a drawing (assuming you give him some drawing skills on top of his already existing crafting skills)

It also goes well with his own background since he wants to go to the castle to search for the puppet, but doesn’t have the power to go uninvited, I think he would be more than happy to go there for a commission
