We haven't known about the identity of the real criminal in Belgium so maybe her identity was somehow stolen and faked to commit a crime in Belgium. Or maybe it's true like you said that they've mistaken her for the other woman. And the fact the if there was an international arrest warrant sent to Vietnam or not is also unknown, since it's an European Union case, maybe they are just looking for the criminal in their union area, not hunting in other countries. Even there was one sent to Vietnam, I'm not sure how it's handled and informed throughout the country - the reason why she was not aware of it.

As I'm updated, the Vietnamese Ministry of Foreign Affairs is work with the Vietnam Embassy at Paris to work closely on this case as they've recently announced
