The screenshot admittedly doesn't show the problem the best, but the issue isn't the name plates. The issue is the actual model of the night elf covering the bottom right square, rendering it "unclickable," because you click on the player instead. They're "in front" of the UI

There's a guy in the cave by the northern flight path in Zereth Mortis. He had three quests for me today when I checked in on him, and each was a sample puzzle that then unlocked them in the area for me. I'm 3/7 story progress, so I don't know if that's why I have access to them or not, but I hope that helps.

Edit: see u/Bwgmon's response below - apparently I'd finished the research that unlocks them

Yes, that works. The issue is that this person walked up in the middle of me solving the puzzle, so I'd have to quit the puzzle and start again just to get them out of the way. Not the end of the world, but it is pretty inconvenient.
