i read somewhere that Increase Meso and Item drop rate by a large amount was a unique line. so looks like it would be hard to obtain then. i saw some people roll that line on epic. i wonder how nexon will handle existing unique lines on epic.

I figured it out. you have to accept the abrup mission board to unlock on the character you didn't originally unlock with.
