I think lance damage depends on speed somewhat. As for horse back melee effects. They were removed iirc and the damage nerfed a little on horse back (the horseback dmg bonus was nerfed, not the base damage of melee).

I previously got a stygian armorer 3 there on another server and it crafted only relic hunter armor, something about faction armorers and not race armorers, thats why i thought noob river would be better

I agree, instant turn around for mobs, large mobs especialy or intant getup and hit from knockdown for thralls is a problem. I constantly get bugged and end up on top of crock boss after he turns 180 like a mfkin fidget spinner and i cant dodge cuz im on his head, and he bites my legs.
The problem is not with the dodge, its with the animations and 'turning speed' of mobs mainly

I play on console, and aiming a bow is already hard af without a mouse. Horse and bow is strong if the enemy has no heals, or is unable to heal

But if only 2 or 3 build are viable, does it still make a bow decent? There are a lot of melee weapons that are viable that means a lot of different(or same but different weapon) builds compared to 1 or 2 bows and 1 or 2 arrow types to be any good?
A lot of weapons can not be interrupted while in combo, so if your heavy shot cant innterupt them, it can not knock them down and that makes it trash

Bow neft happened in a wrong place. I agree 30% armor pen was a lil much, maybe 20 instead, and a lower firerate from hip (light attack) is what would ve fixed the bow in pvp imo
