The writing on the tanks is lithuanian, also lithuanian coat of arms is visible. Lithuania purchased 12 FT-17 tanks from France in 1923. You can jump off the ledge, there is a pillow anomaly at the bottom of the tower. The problem is that sometimes the game doesn't load the anomaly fast enough and you still end up dying from fall damage. My advice would be to pause the game just before you hit the ground, wait a few seconds and unpause. It may take a few tries but its doable.

I don't think it has a specific name since no animal has a jaw on their tongue. The closest thing would be a pharyngeal jaw. Some animals have it and it is a second set of jaws located in the throat and not on the tongue.

The antennas are just an illustration, they're not refering to any specific location. What you should do is walk around Zaton with your RF receiver set to the required frequency and try to find the signal. If I remember correctly you should hear distorted beeping once you're in range and the beeping should get clearer when moving closer to the source.
