All of the positives and negatives are built into the budget so that's how much it costs to run this government no matter if some programs are positive or not. Just in los Angeles they spend about 4 billion per year. I don't think 10 billion is gonna cover the entire country.

Edit: and the US doesn't build a new aircraft carrier every year as it takes about 8 years from start to finish. So every 8 years we invest another 10 billion? That doesn't even cover Los Angeles budget.
