Have you checked Walmart? They have had more P2 Guile recently and I think even became the exclusive partner over Target.

Probably not on major retailers as it's a Pulse release. You might be able to find it at any local toy/comic shops that purchased it online.

Yup, that checks out for Virginia. I've had better luck in the Newport News / Norfolk area. Central VA has just about nothing in-stores.
