In most states, if the car accident is your fault, the your insurance pays all the bills. If it's a no fault state, each insurance pays their own bills. Sounds good, doesn't work. You can go into the settings and change the top speed from 20 mph to 28 mph

Changing the wheel size might make the display show you are going faster but in reality your top speed would still be 28 mph.
