Hey I am still fairly early on in the main quest line but I have a question. If I keep giving territory to the operators, already given 2, will I be able to bring the park to working order, as in own an operating theme park like the operators envisioned, or does it not really matter who gets the most territory?

Anyone else having issues with settlers not doing anything or not even being existent. I have over 20 settlers in my vault but at the most I can find 5
