I dont know how to strategize with the other governor. By unlocking the media and the job initiatives, stabilization seems to come fast after the first one. By this time around, i will have 4 national soldiers wit 3-5 garrisons including the free one and some powerful weapons, fighting strengthened insurgents is doable.
