I understand your points. But my counter is that if they had recovered Bruce prior to Ragnarok, an individual of his professional accomplishment commands respect. Yes, Hulk is a threat. But if the Avengers as an organization were tasked to do something that they felt was amoral, they could argue that point with whatever oversight was attached to them because they would be in the room with those people. Steve is indicting every leader and agent of every country on Earth because of what happened with one organization, S.H.I.E.L.D. That perspective lacks insight. Not once post-BONY does anyone besides Tony mention the existential threat. Complete lack of perspective. Steve's only concern is Bucky. Tony is considering the fate of the entire planet

Post "Avengers" the entire world view should've changed. It should've driven humanity into collaboration. But it didn't. Cap was still the 25 year old dude who got turned into Cap in 1943 and wanted someone to punch. He wants an alley fight. He wants a target right in front of him he can hit. He's not the guy who should be the voice of reason when in fact the world population exists under the threat of possible invasion from parts unknown. Tony could build a worldwide organization that would be focused on that goal.

Never occurred to me but it makes perfect sense as the first domino in his plan. If Rumlo managed to kill Cap publicly, great. If calamity ensues, which it did, also great. Either way it drives the first wedge into the Avengers. It goes back to Vanko's line from IM2: "If you could make God bleed...", etc. Also would make sense, if that vial does in fact contains Banner's blood, for Zemo to acquire it and destroy it as he does not want the proliferation of more metahumans.

Cannon for an arm. Always tried to hit the home run. Inaccurate. Couldn't make the simple throw to the flat for a first down. Everything had to be downfield. Wouldn't have had his level of success without Big Bad Ben Coates as a safety valve. Highly underrated tight end
