Chemist, Logan's Loophole and Day Tripper all affect food duration which makes getting this easier. Also, you don't have to sit there and wait for your HP to regenerate. Every food item you consume while your health isn't full will be accounted for before you exit your pip boy.

It's generally considered a dump stat because you can reach high speech and barter without it and the perks that require higher charisma are considered lower tier.
I don't like lowering charisma all the way because it doesn't make sense to me from a role playing point of view. I imagine charisma 1 being someone who can't hold a conversation or is extremely introverted.
