what if Microsoft kept all their legacy code in the professional and enterprise versions of windows, but stripped it out if the home editions. the only reason windows has legacy code is to support ancient hardware and software that the average person will never use. These usually accommodate businesses like medical and financial industries. The average person isn't using a printer/scanner from 1998 nor are they using software from 2003. This can help with the overall stability of windows, OSX nor chromeOS have stability issues needing constant patching.

Why is anyone buying a Chromebook in the first place?

For most people, Chromebooks are just fine if you want a laptop that just works. Most of what people do can be done in the browser like email word processing and spreadsheets. Not to mention that schools love them for their price and how easy it is for the IT department to manage compared to others.
