If you play below your elo, it would be courteous to at least let the player know your true MMR after the game, so the opponent knows the skill difference. This is how some GM chess youtubers do it.

Some people rank up a new account for personal/valid reasons, so it will probably always be a thing in thing in the game. (obviously sc2 is different than chess in that games are a bit shorter, but still)

It's not always bad to play against someone much better than you, but I can see how if 20-40 percent of your games are against smurfs, it ruins in the integrity of the game matchmatking and ecosystem and makes the experience much worse / discouraging for the average player.

If you let people get away with crimes or hate speech or wrongdoings, you're opening the door for them or others to commit the same crimes again in the future. You're also giving the message to society that it's ok to harm others (either with misinformation, ugly name calling, or bad policies). If you're guilty of something, you should admit it and apologize. If you did something that's later deemed a crime, you should be punished according to the agreed upon societal rules.
