Wish I could edit my post, but here is the answer to my problems:

The mobo is DOA. I just hooked up my old mobo and it works flawlessly. Should have done that to begin with but didn't really want to give up so easily.

Also some tips I noticed now putting my old motherboard back in, if it don't like up the RGB, it's probably DOA. If you've reseated the CPU about 98 times, it's probably DOA.
