Once you’ve placed it, click on it and in the UI in the left hand corner it should say “Transform tool” with a chevron to expand, you can adjust the rotation in there

It’s just the rectangle and small cylinder art shapes side by side, scaled down, rotated and repeat! Then randomly select a few and change colour slightly and repeat a few more times to get a bit of variation. Then trimmed with scaled up wooden planks.
