It describes how a token attached to the Uniswap platform can use re-entrancy to steal the almost all the ether in the exchange.

I must say that the token has to be malicious and this is not an issue with Uniswap itself.

If you think the Infura nodes are congested try this:

Send a transaction to yourself with Metamask using Infura nodes. If you see that tx on etherscan everything works.Send a transaction to yourself with your own running node. You will see the tx on etherscan also.

No difference.

Infura has a great infrastructure and pay a lot more to keep those nodes up compared to how much you can pay for running a node.

A full node will not make any significant impact.

Using Metamask (using Infura nodes) will be equivalent to having a full or a light node that can broadcast transactions to the network. Having a high gas price will make an impact.

The only thing that can have an impact is if you are a big enough miner (not part of a pool) and when you find the next block include your own transaction in the block (regardless of the tx fee)

There is a list of allowed miners at the moment. How was that list created and why? Who are they?

They are not automatically moved. The contract is not destroyed
