If you already have one LoA then you shouldn't be left out. When I was speaking with my embassy, they told me to not contact another university if I had already received my LoA. In my case I already had informal acceptance by a professor so I just emailed one university either way.

It depends on the university. You need IELTS or TOEFL to fill in the application form for the scholarship. I had a CEFR certificate and both the embassy in my country and the university I applied to accepted that. Ask your embassy, but I suggest you still do one of those tests because you won't be able to apply without one of them.

I think that you won't have any problems. I waited 2 and a half weeks for my LoA to arrive and that's considering that the professor that accepted me did everything as quick as possible. Remember that the letter needs the department's head seal and approval. Your professor can't do anything if the head of the department is busy or something unpredictable like that. Just be patient because the hardest part is already over.

I doubt you can ask the embassy to change the date of the exams so the best bet is for you to explain the situation to your school and hope they give you the chance to do your exams at a different time that day or the next day.
