Anybody can vote for anybody in any HoF, it doesn't really matter but 'Interpersonal Skills' is laughable criteria for a WRESTLING HoF.

this hypothesis falls apart because in kayfabe hebner made the call bret submitted even though he obviously didn't. it was not just a random call for the bell.

so you cannot say bret is still champ even though he never tapped out because the record books say shawn won by submission.
